I actually think that no one is making Bush the baddie in this because it was a lost-cause from the get go, and the majority leadership in congress went ahead in the hopes of making political points by debating long and hard over stuff that was simply Never going to be signed into law and Never going to be passed over the Veto. Looks to a lot of people like a complete waste of time and energy. Now they've got their symbolic victory for whatever little value they will make of it and have to go back to work on it all over again ... and the troops will still get funded.
Gotta say, been mightily unimpressed by the New Power that got blown into DC this year. Heard a lot of noise, but seen very little action (which is all good by me: the less congress does is usually the best), but a lot of puffed-up promises to change things have petered out to a sad drizzle of the same-old same-old. The Dems got handed a chance to shine and are blowing it hugely. Keep this up till the end of this year, there may be some more seat-dancing next election, and not in their favor.
