there's an old sega game, Zero Wing, with engrish conversation & subtitles. one of the lines is "you have no chance to survive, make your time. all your base are belong to us. ha ha ha." [among others]

some person or persons took that whole sequence, set it over a techno backbeat, sampled it, and then included a montage of photoshopped pictures referencing the various comments into a flash video.

google for "all your base" and i'm sure you'll see it. some of them are damn clever.
