I got the info as part of a rather vitriolic bit of pro-Bush jingoism, which earned the sender a brief reply along the lines of, "It's kind of hard to call GWB a 'terrorist' from over here, but I can think of a lot of different ways to call the guy an asshole and political fuckup."

Even most of the time when you hear about new oil fields coming into play, it's usually a state government that sells the rights to three or four different companies. It's pretty rare nowadays that the rights to an entire field belongs to a single company -- even state owned ones.
Most of the countries that have the oil, don't have the skill or investment to make it themselves -- they have no choice but to bring in outsiders. And half the time the outsiders don't want to play ball because the don't want to finish and then find their assets seized (eg Venezuela).
