There is a film coming out called "V for Vendetta." Shows a guy in a cloak holding a couple of nasty daggers, possibly wearing a mask (rear 3/4 view.) The tagline on the poster reads: "People shouldn't fear their government. Government should fear it's people."
I think I just found your next favorite movie.

You'll have to look for the story but it should be at or near the top. I know squat about the film or the story but the tagline made me think of you.

It was a serious turning point for comics. And a fantastic read. I think baal-san actually has the original, first print series of four books iirc.
