In order to use a GUOTaOID in order to find a specific person, you need to eliminate any way of circumventing using the card: no more cash, no foreign credit cards allowed, all financial transactions must be reported to your database, all gifts of any kind must be recorded, and any changes in patterns ANYWHERE must be followed-up. If someone buys more than an appropriate amount of groceries, it must be checked that there isn't someone else living with them unrecorded. If a renter buys fertilizer, you must check with the landlord to find out if the tenant is now responsible for lawn care.
Security here is a farce, because security itself is a farce on a grand scale. The scope of things against which a particular thing or place can be protected is inversely proportional to the scope of the thing to be protected. That is, a very small installation or space (like a room or a computer) can be protected against many threats, but a large space (like a city or a country) can only be protected against a very small number of things. Stuff like the GUOTaOID card only serve to give a false sense that something is being does that will protect them individually. Which mean, in simplest terms, it's a lie.
