Not at all: he was probably throwing a tantrum over how he couldn't get a complete refund. I've watched guys like that at my local bicycle shop, and the logic is that if the bike fell off the car at 75 mph on the highway and was run over by a truck, s/he should still get a refund because "Well (ttuh), I never got a chance to ride it."
